  12.   overpasses appear to be intact, but glass litters the streets and rubble
  13.   is scattered over the sidewalks no matter where you look.  You hear a thin
  14.   wail coming from a shuttered building and you realize with horror that your
  15.   first responsibility is now to take care of the victims.
